It would be ideal if Greece could allocate a lot of the amount it spends for new military equipment to other sectors, such as education; however, that is not always possible when Greece is threatened with casus belli. What Greece can do, however, is find the best synergies between the equipment it currently has and new acquisitions; there may be choices that are not as expensive. This must be coupled with agreements to cooperate in the making of military equipment, in the transfer of know-how, and in milirary diplomacy and defence coalitions.
