A government area of control and power is within the borders of the country. Hiring paid-assassin to bypass that restriction and kill someone behind the scenes is a clear abuse of power and position. If France or any country is allowed to continue doing this strategy, nothing will stop it to take it to the next level and target political enemies or leaders of hostile nations. That logic can be applied to the example of killing innocent within border. A suspected terrorist is still innocent until proven guilty. Even if killing them saves the lives of tens of thousand of people, it is a violation of the human rights. That greater good that comes out of it is still a myth that was promoted to justify ethical decisions at the expense of a minority or a couple of individuals
