Military planners, tacticians, and commanders are the only ones in a position to answer this question intelligently. They possess the information regarding what tech is needed to future-proof the machines as well the intel necessary to understand what threats need to be defended against. That being said, the military industrial complex often ensures that project costs balloon exorbitantly. The entire process for military hardware acquisitions, storage, and logistics needs to be reviewed and reformed to reduce waste, fraud, and abuse.

No, only because the price of $4 billion seems really high and I'm wondering if it really needs to be that much especially if the current Air Force One aircrafts dont have any significant issues. Maybe later.

Yes, if they need better planes to protect us with, we should be glad to pay for the security, so long as it is necessary to keep it up to date as the most technologically advanced plane that it can be.

Yes, presidential transportation (such as Air Force One, Marine One, and car transport) should be upgraded regularly (as needed) and a single replacement for each should be delivered regularly (e.g. every 21 years, each form of transport 7 years apart), with two of each in service at any given time such that at least one is operable while the other is being repaired/upgraded.
